Inasmuch as the Senatus Consultum de Ratione Senatus X.C.5.g. stipulates the following:
“If the Princeps Senatus cannot be contacted either between the call to convene and the call to order during a formal meeting of the Senate in session, then the Censors shall appoint a Senator of their choice to act for the princeps senatus during that session only. That Senator should match exactly or as close as possible, in their opinion, the requirements under X.A. Should the Princeps Senatus subsequently declare himself/herself present before the call to close, the appointment of the acting Princeps Senatus shall be automatically terminated.”

Cornelius Sulla Felix, cannot be contacted, because he, as one of the organizers and leaders of a coup d’etat against the Nova Roman Republic, attacked the res publica, the rule of law and the legal order, and the Senate and People of Nova Roma, and by doing so, he removed himself from among the good standing citizens of Nova Roma and from the commonwealth of law and order of Nova Roma; and because, by every reasonable assessment of his character, his involvement in the proceedings of this honorable Council can be expected to be greatly subversive, disruptive and driven by malicious agenda of enforcing only his strictly personal goals on his own advantage, his involvement and contacting him is reasonably expected to provoke his vicious attacks against the law-abiding citizens of Nova Roma, and it would result in his obstructing the procedures of this lawful Senate to the detriment of Nova Roma and to the cause of restoring the res publica; thus I conclude, confirm and declare that contacting the current Acting Princeps Senatus, L. Cornelius Sulla Felix, and involving him into the business of this Order, is impossible, as he is not among the honorable citizens of Nova Roma, as it is dangerous and potentially very harmful, given his and his faction’s agenda; therefore it is against the interests of the Senate and People of Nova Roma, and against the spirit of our laws.
II. In the absence of the official, corporate Acting Princeps Senatus, I appoint Senatrix A. Tullia Scholastica to act as Princeps Senatus during our next session only.
III. I. I hereby designate the “Saving Nova Roma” Yahoo mailing list as the free State forum of Nova Roma for the duration of the crisis caused by the coup d’etat of Cn. Caesar and L. Sulla. This mailing list shall be the main community forum of the Free Nova Roma itself, and of the “Free Nova Roma Movement” (or “Saving Nova Roma Movement”, there is no official name).
II. Any topic of discussion is allowed that furthers the goals of the liberation of Nova Roma, or which helps citizens to build and enjoy an authentic Roman community, to learn and spread Roman culture and all things Roman, or to strengthen solidarity and friendship among the list subscribers.

Preamble. As the perpetrators of the illegal takeover of Nova Roma, Cn. Iulius Caesar, L. Cornelius Sulla Felix and their coup senate still maintain control of the corporate infrastructure, all communication channels and the voting tools of Nova Roma, refuse to defer to lawfully established procedure, disallow any exercise of electoral process and willfully impede the election of magistrates, I, as interrex of the Nova Roman Republic, authorized by the NONCORPORATE SENATUS CONSULTUM ULTIMUM ON THE APPOINTMENT OF A NONCORPORATE INTERREX AND ON THE HOLDING OF NONCORPORATE ELECTIONS, establish the following temporary rules and method of voting in the comitia centuriata:

I. The “non-corporate senatus consultum ultimum on the continued operation of the res publica during the crisis” stipulates that the consules are exempted from under all restrictions and regulation concerning the holding of senate sessions or assemblies of the comitia, including the regulations on elections and candidacies, in order to ensure a timely and viable process of any necessary legislation and election before pridie Kal. Ian. (December 31) in the current calendar year Cn. Cornelio Lentulo Alexando et T. Domitio Dracone consulibus MMDCCLXIX AUC (2016 AD).
II. The temporary rules and requirements about candidacies are the following:
II.A. Candidates for the presidential magistracy (consul or tribunus militum consulari potestate) shall be at least 21 years of age and shall have been a citizen of Nova Roma for at least 3 years as of the next Kalends of January. Candidates for the quaestorship shall be at least 21 years of age and there is no other requirement.
II.B. All other legal requirements for presidential (consul or tribunus militum consulari potestate) or quaestor candidacy are waived for this election, with the exception of the lex Salicia de prorogatione et cumulatione, in order to keep annuity and accountability, the basic principles of Roman republicanism intact.

IV.C. The voter’s e-mail must contain the full Roman name of the voter, and the name of the supported candidates (in any understandable form, but at least their initials). As normally under our laws, one voter can endorse eight, seven, six, five, four, three, two, one or zero candidates for the quaestor position.
V. The diribitores shall have access to the Cista e-mail box, and they shall count the votes, supervise the voting process and report the results as required by the laws of Nova Roma in force.
VI. No other change is done to the regular electoral process as defined by the laws of Nova Roma in force.

Edictum tribunicium III Lucilii on clarification of the validity of legal acts of January
I. There was a technical error and delay with the Comitia Curiata and therefore as Tribunus Militum Consulari Potestate I had to convene the senate session and issue edicts before the Comitia Curiata completed the conferment of imperium on the Consular Tribunes.
II. With this edictum I confirm and clarify that I acted under the authority of Senatus Consultum Ultimum through the Lex Cornelia Domitia de re publica constituenda VI.B, and regardless of the status of the lex de imperio of the Comitia Curiata, the senate session, the new senate decrees and my edicts in January were valid and are in full force. With this edictum I clarify and confirm all edicts, senate sessions and senatus consulta that we had so far this year as valid.

EDICTUM TRIBUNICIUM II Lucilii Claudii Annaei Lutatii on diplomatic relations with other Roman organizations
I. This edictum is an unanimous decision of all the four tribuni militum consulari potestate, and it determines the short term policy on the diplomatic relations of the Non-Corporate Nova Roma with three other Roman organizations that had ultimately originated in Nova Roma but left our Roman res publica and nation due to the atrocities and abuses committed by the Sulla-Caesar Faction between 2009 and 2015.
II. The Non-Corporate Free Nova Roma acknowledges, respects and recognizes the members of the “Res Publica Romana” Organization (est. 2011), “Roman Republic” Organization (est. 2016), and “Roma Aeterna” Organization (est. 2017) as brothers on the Roman path that we walk on together, and Nova Roma insists that these organizations (as well as all other benevolent Roman groups) must maintain mutual respect, friendship and good intentions towards each other.
III. The Non-corporate Nova Roma will enforce a policy on our communication fora that will require posters of our fora to be polite, respectful and positive towards all these aforementioned Roman organizations. The Non-corporate Nova Roma will defend our Roman brothers and sisters in whichever community they belong to. Insulting and disrespecting any of these Roman organizations will result in moderation and potential removal from our communication fora. We respectfully expect the aforementioned groups to apply the same policy regarding Nova Roma on their own communication fora.
IV. Our aim is to maintain peaceful coexistence, the mutual ban of insults between our organizations and cooperation for the greater good of the Roman revivalist movement. This might include help to each others’ organizations when in trouble: the content and nature of this help must be discussed each time the necessity arises. Future cooperation can include common projects, decided and discussed from idea to idea. The decision about common projects and cooperative actions shall be decided by the tribuni militum consulari potestate, unless the decision affects areas under the authority of the senate, the people or the priestly colleges, in which case the decision shall be made by the bodies affected.
V. For inter-organizational negotiations and discussion, the Non-corporate Nova Roma elects to conduct discussions on a third party platform, which shall be, for the time being, a Facebook chat group, and Nova Roma shall be represented by the tribuni militum consulari potestate who can delegate this role to their appointed representatives. The names of the current inter-organizational representatives, who are delegated to stand in for their appointing consular tribunes, are:
